Governor Joseph C. Cua of Catanduanes expressed his optimism for the future of the province during his address on the groundbreaking ceremony of the Catanduanes State University’s Agro-Industrial Economic Processing Zone, and, the Knowledge and Innovation Science Technology (KIST) Economic Zone on May 25, 2023.The three-termer Governor highlighted the tremendous opportunities that lie ahead, emphasizing the creation of more jobs for Catandunganons and the province's journey toward self-sufficiency.Governor Cua revealed that new locators would be attracted to Catanduanes, introducing technologically-advanced systems and operations that will revolutionize the agricultural sector. CatSU President pledges strong support for Catanduanes’ Abaca Industry

During the 7th Abaca Festival, Dr. Patrick Alain T. Azanza, President of Catanduanes State University (CatSU), reaffirmed the university's unwavering support for the abaca industry and the province's abaca farmers.At the opening program of the Abaca-nobasyon: A Science, Technology, and Innovation Conference held at the Virac Sports Complex on May 24, 2023, Dr. Azanza announced that the CatSU Abaca Technology Innovation Center (ATIC) is collaborating closely with the Department of Science and Technology (DOST) to establish a ₱30-million research facility. The facility aims to expand the applications of abaca and address issues related to abaca diseases.“Nauugma kita ngunyan dahil ang DOST mismo nagsabi, they will put in around 30 million budget for research digdi sa abaca sa Catanduanes. Dakulang tabang yan dahil ang research, mapapahiling talaga kung ano man an pwedeng maging alternative na gamit kan abaca,” Dr. Azanza said.During a subsequent press conference, DOST Regional Director Rommel R. Serrano stated that the Abaca Diagnostic Biotech Laboratory project will primarily focus on studying the sources of abaca diseases in the province and develop tailored treatments for abaca in Catanduanes. Engr. Marie Grace T. Molina, DOST Provincial S&T Director, added that the project has already received endorsement from the National Economic and Development Authority (NEDA) and is awaiting budget approval.Dr. Azanza also highlighted that CatSU is actively conducting various research projects on innovative uses of abaca, including the utilization of abaca waste materials as painting canvases. These canvases were prominently featured in the current CAMOT sa CatSU: Obra sa Abaca exhibit, where local artists were able to sell their artworks at significantly higher prices.“Ang mga paintings from waste materials ng abaca na nababakal sa P50-200, pag ginibo ‘ta sa abaca canvas, ang mga local artists nakapabakal ng P5,000 - P35,000 (worth of painting),”In addition to the abaca painting canvases, the event also showcased the Drying Technology developed by CatSU's Research and Development Services. This patented technology helps maintain the quality of abaca fibers, particularly during rainy seasons.Furthermore, Dr. Azanza acknowledged the inclusion of 13 CatSU faculty members in the list of world scientists. He challenged them to utilize their knowledge and talents to contribute to the improvement and sustainability of the abaca industry.Recognizing the challenges faced by Abacaleros (abaca farmers) in the province, Dr. Azanza urged the government and stakeholders to augment their support for the parahag'ots, who remain the most disadvantaged group in the province.“Ang dapat sentro sa satong pag-urulay, [ay] pan’o ta daw maipapadama ang pag-uswag sa satuyang parahag’ot, Abacalero,” he said.“Kung dae ‘ta mapapauswag ang buhay kan mga Abacalero, para sain pa [na] kita ang abaca capital,” Dr. Azanza emphasized.In conclusion, Dr. Azanza reiterated CatSU's commitment to the development, sustainability, and upliftment of the abaca industry and Abacaleros in Catanduanes. Dr. Patrick Alain T. Azanza, President of Catanduanes State University (CatSU), recently announced on Facebook the completion of several infrastructure projects on the campus.Among the newly built facilities are a Grandstand located near the Oval and an Olympic-size swimming pool, complete with separate male and female quarters, equipped with benches, shower rooms, and toilets. These additions provide convenient and comfortable changing facilities for students participating in sports activities.The Grandstand also includes two spacious rooms downstairs, offering versatile options for physical education classes, gym sessions, or other sports activities. This expansion provides students with additional indoor spaces dedicated to physical education and sports, enhancing their overall experience on campus.Starting from the 2023-2024 academic year, swimming subjects will be included in the physical education curriculum, adding excitement among students. This addition reflects the university's commitment to offering a well-rounded education that includes a variety of physical activities.Moreover, tennis courts are now available on campus, with basketball courts and a multi-purpose hall in the pipeline. Woman in Charge: Professor Delluza Designated as New CICT Dean of CatSU

Professor Ma. Emmie T. Delluza was recently designated as the new Dean of the College of Information and Communications Technology (CICT) in Catanduanes State University (CatSU) by CatSU President Dr. Patrick Alain T. Azanza through Office Order No. 021, s. 2023.Prof. Delluza obtained her Bachelor's degree in Computer Engineering from Adamson University and completed her Master's Degree in Information Systems at the University of the Philippines-Los Baños.She also earned 21 units for her Doctorate in Information Technology as a CHED Scholar at the Technological Institute of the Philippines.As the new Dean of CICT, Prof. Delluza's responsibilities include overseeing curriculum revision/implementation in accordance with OBE requirements, developing and redirecting programs in compliance with the University's Vision, Mission, and Goals, implementing specific policies and programs for the college, preparing budget proposals, and providing leadership and workable arrangements for faculty growth and development.Delluza has been involved in different committees throughout the years, including the Thesis Specialization Committee for Bachelor of Science in Information System and the Technical Working Group (TWG) to Acquire Funding for Smart Campus University, where she serves as the Chairperson and Co-chairperson, respectively.She also became the Officer-in-Charge (OIC) of Management Information Services (MIS) in 2021, where she accomplished the CatSU email services and the Online Student and Faculty Portals.Before becoming the Dean in 2016, Prof. Delluza served as the Officer-in-Charge (OIC) of CICT from 2014-2015.She also served as the Chairperson of the Department of Information and Communications Technology (DICT) from 2009-2013 before joining CatSU as an Assistant Professor I in 2012.Furthermore, Prof. Delluza is a published research author and has presented at institutional, national, and international research conferences. She received the Best Presentation Award from the 2018 International Academy of Computing Technology and Institute of Electrical and Electronics Engineers and the Award of Excellence in Research Publication given by CatSU in 2020.Delluza's appointment as the new CICT Dean of CatSU is expected to lead the college, its students, and faculty to reach new heights and become globally competitive, research-focused, and innovation-driven. With her undeniable expertise in the field of ICT, research, and teaching, she is the right woman for the job, continuing the exceptional leadership of Dr. Gemma G. Acedo, the former CICT Dean, who was designated as the new Vice-President for Academic Affairs by President Azanza.  #RJI

Azanza, the President of Catanduanes State University (CatSU), shared in his Facebook post the exciting news of an upcoming donation from Bicol Isarog.The transport company, headed by Bryan Cu, has generously offered to donate a second-hand air-conditioned bus to CatSU, set to be delivered in May 2023. The bus will be painted with the university's logo, signifying its new purpose in service of the academic community.The donation follows a series of conversations between Dr. Azanza and Bryan Cu, in which the CatSU President expressed the university's need for additional transportation options.This second-hand bus will complement four brand new buses that CatSU plans to acquire through internally generated funds.Dr. Azanza envisions the donated bus to function as a "Mobile University," providing capacity development opportunities for faculty, students, and employees of other agencies, including local farmers, fisherfolk, and entrepreneurs across the 11 towns of Catanduanes Island.“We will bring CatSU to them instead of waiting for them to come to CatSU campuses,” Dr. Azanza said.By bringing the university to these communities, CatSU aims to make education and skill-building more accessible to those who might not be able to visit its campuses.The CatSU President expressed his gratitude to Catanduanes Governor Joseph “Boboy” C. Azanza, the university's request to purchase four busses, one SUV, and a motorcycle has been approved, with funding sourced from the institution's internally generated income.This positive development comes as a relief to CatSU students and employees who have long desired better transportation services.Dr. Azanza emphasized that the funds used for the purchase come from CatSU's own earnings, demonstrating the university's commitment to use its resources efficiently and effectively for the benefit of the entire community.In addition to the transportation upgrades, the budget hearing also resulted in the approval of 47 new permanent item positions at CatSU.Dr. Azanza stated that these positions would be filled based on meritocracy, ensuring a fair and transparent selection process without favoritism. Catanduanes State University (CatSU) is the lone higher education institution serving the island province of Catanduanes, Philippines. Amidst its numerous challenges, including infrastructural limitations, increased student enrollment, and budget constraints, the university's president, Dr. Patrick Alain T. Azanza has been a tireless advocate for the institution's growth and success.In a recent Facebook post, Dr. Azanza shared the plight of CatSU as it grapples with the consequences of limited infrastructure and funding. The institution is currently facing a budget deficit of almost 54 million pesos for free tuition fees due to low allocations from Congress. Despite the pressing need for additional classrooms, the university's 85-million-peso request for repairing classrooms damaged by Typhoon Rolly remains unapproved.Dr. Azanza acknowledges that some past university officials may have mismanaged infrastructure budgets and engaged in corrupt practices. However, he highlights that, under his leadership, the situation has changed dramatically. The university has completed 17 previously unfinished infrastructure projects, garnering praise from the Department of Budget and Management (DBM) during a technical budget hearing.With CatSU having an impressive track record, topping board exams in Engineering, Nursing, and Education, Dr. Azanza's commitment to the university's students is evident in his efforts to ensure their safety and learning environment. He has been resourceful in making the most of available spaces, and has even gone so far as to install benches and jazz up certain areas to create suitable learning environments.Dr. Azanza's plea to Congress is to prioritize CatSU in the allocation of infrastructure budgets, acknowledging the university's unique position as the only higher education institution on the island. With many students unable to afford studying in the mainland due to high living expenses, CatSU remains their only option for pursuing higher education.The passionate and dedicated leadership of Dr. Patrick Alain T. Azanza has made significant strides in transforming CatSU, even amidst financial and infrastructural constraints. His unrelenting efforts to advocate for a fair and equitable allocation of budgets among State Universities and Colleges (SUCs) have not gone unnoticed. With the support of the DBM, National Economic and Development Authority (NEDA), and Congress, CatSU can continue to provide quality education to the residents of Catanduanes, ensuring that no student is left behind.Dr. Azanza’s Visionary Approach for Global ImpactOne of the pressing issues faced by CatSU and many other state universities is the deficit in funding for free higher education tuition. Currently, the university's deficit is at PHP 17 million, and if left unaddressed, it is estimated to rise to PHP 54 million. In response to this challenge, Dr. Azanza and other state university presidents are actively seeking ways to secure the necessary budget allocation.Dr. Azanza acknowledged that securing funds is a crucial part of his role as the university president. He revealed that as of now, CatSU has a total budget of close to PHP 1 billion for 2023, with a proposed budget of PHP 1.4 billion for 2024. This increase signifies a doubling of the university's budget during his term and highlights the potential for economic growth and job generation for the island's residents.Another significant development at CatSU is the focus on internationalization. Dr. Azanza envisions putting CatSU on the world map, enabling students and faculty to access scholarships abroad and ensuring that graduates have better job prospects globally. He emphasized that the university's internationalization efforts come at no additional cost to the institution, as he personally covers travel, hotel, and food expenses for international meetings. Dr. Azanza's dedication to transparency and his commitment to enhancing the campus experience, expanding opportunities, and elevating CatSU's global presence serve as a testament to his visionary leadership. To promote awareness and preparedness among students and faculty, the Incident and Calamity Operations (ICO) conducted an Earthquake Drill on March 16, 2023, headed by its Commander, CatSU President Dr. Patrick Alain T. Azanza and assisted by Prof. Emlyn M. Lanon, In-charge of Continuing Education, Training, Drills, and Calamity Awareness Campaign.The Earthquake Drill was held in relation to the Memoranda from the RDRRMC regarding the regional conduct of the 1st Quarter National Simultaneous Earthquake Drill (NSED) 2023. Students and employees participated in the drill at exactly 2:00 PM.According to Prof. Lanon, this drill is important to develop and practice muscle memory of the duck-cover-and-hold among students and faculty, build resilient communities in the university, and assess the readiness of students and faculty in times of earthquakes.  Engr. Benjamin Hannycel T. Nuyda, Planning and Development Services Director, gave an orientation during the conduct of the drill, while Dr. Ryan T. Dr. Lily P. Custodio as CatSU’s first ever EVP: A Leader with a Proven Track Record of Success

To ensure that the plans and programs under the Vision of HOPE are properly implemented, CatSU President Dr. Patrick Alain T. Azanza created the position of Executive Vice President, a first for the institution in 62 years. Because of her integrity and proven track record as a faculty member and an administrator, the first Executive Vice President came on top of the list and personal choice for Dr. Azanza. Upon approval by the Board, he recommended the designation of Dr. Lily P. Custodio – and was endorsed as the first ever Executive Vice President of Catanduanes State University by the Administrative Council during its meeting on January 9, 2023. Her designation was unanimously approved by the Board of Regents during its 212th (Regular)/4th Quarter Board of Regents Meeting on January 18, 2023.  As EVP, Dr. Custodio holds the second highest position in terms of authority.Fondly called "Doc Lily" by many, she graduated Cum Laude with a Bachelor of Science in Commerce Major in Accounting from the Catanduanes State Colleges (CSC) in 1979, and subsequently became a Certified Public Accountant (CPA).Dr. Custodio completed her Master of Science in Management, Major in Business Administration in 1989, where she received the Outstanding Research award for her thesis titled "Comparative Cases of Growth Rates Among Small Scale Manufacturing Businesses in Region V: Implications to Financial Management."She was among the faculty members sent to study in Australia for her graduate studies during the time of then visionary CSC President, Dr. Rodolfo V. Azanza, the father of the present CatSU President, Dr. Patrick Alain T. Azanza.She finished her Master of Educational Administration (MEdAd) at Flinders University of South Australia and continued to pursue her Post Graduate studies in the same institution, earning her Doctor of Philosophy (PhD) in Strategic Management in 1996 with a dissertation titled "Career Perceptions in the Philippines: Study of Academic Executives."Dr. Custodio began her CatSU journey in 1980 as an Instructor and climbed up the ranks, achieving her current academic position as Professor VI.She also served as the Dean of the College of Business and Accountancy from 1998 to 2009, and held several administrative designations, leading major divisions such as Academic Affairs (AA), Administrative & Financial Affairs (AFA), and Research, Extension and Production Affairs (REPA).She also chaired the Bids and Awards Committee (BAC) and served as the Dean of the Graduate School.Prior to her appointment as the first ever CatSU Executive Vice President, Dr. Custodio was the Vice President for Academic Affairs. In this role, she worked hard with the President to create 11 new academic programs, including those that required accreditation.As EVP, Dr. Custodio's principal responsibilities include overseeing and administering the planning process of the University, providing leadership to all academic programs and Units, leading the assessment of the University's strategic plan, promoting linkage and modification of academic programs to meet the evolving missions of the University, aligning academic programs with the University's strategic plan, and meeting the needs of students and faculty.The EVP is also expected to provide leadership to departments and offices responsible for the following functions: diversity and equal opportunity, external academic affairs, faculty development, academic assessment, institutional research, international programs, undergraduate affairs, and others as assigned.Furthermore, she is expected to provide leadership and guidance to all College Deans to enhance effective operation, cost efficiency, and high-quality academic programs while working with all constituency groups to ensure that the University's academic programs have achieved or are approaching high national ranking or are well-placed with respect to the University's peer or aspirational benchmark group.Lastly, the EVP is responsible for ensuring effective communication with the Office of the President, monitoring the agenda for inclusion in different councils such as the Administrative Council, Academic Council, University Research Council and Extension Council, and Resource Generation and Utilization Council.With her exceptional knowledge, intellect, and leadership skills, Dr. Lily P.
