SDG 17: Partnerships for the Goals

Catanduanes State University strengthened its role in civic education and youth leadership as it joined government and youth sector partners in launching “Youth Voice: From School to Barangay Hall” through a Memorandum of Agreement signing ceremony held Thursday afternoon, April 16, 2026, at the CatSU Conference Room.
The program aims to prepare young voters for the November 2, 2026 Barangay and Sangguniang Kabataan Elections by educating student organization members on their right to vote and participate in democratic processes. It also seeks to encourage women’s participation and representation in barangay and SK leadership, while training youth advocates who can promote awareness, volunteerism, and active suffrage in their communities.
CatSU President Dr. Gemma G. Acedo welcomed the initiative and expressed appreciation to the partner agencies for choosing the University as a key collaborator. She shared hope that the program would inspire a new generation of informed and engaged leaders as well as voters who can help shape stronger communities.
Provincial Election Supervisor II Atty. Neil B. Canicula discussed the rationale behind the project, noting the need to strengthen youth participation in local governance. He shared that out of the province’s 315 barangays, 71 Sangguniang Kabataan councils remain incomplete in their lineups—highlighting the importance of preparing more young leaders to step forward. He also touched on the challenges of balancing academic responsibilities with SK duties.
Regional Election Director Atty. Maria Juana S. Valeza, introduced by Election Officer IV Atty. Maria Theresa A. Dolores, served as keynote speaker and spoke on youth empowerment and the value of meaningful participation in public service.
Messages of support were also delivered by Governor Patrick Alain T. Azanza, DILG Provincial Director Uldarico S. Razal Jr., CESO VI, and SK Provincial Federation President Hon. Alvin V. Rodriguez.
The partnership brings together Catanduanes State University, the Commission on Elections, Department of the Interior and Local Government, Provincial Youth Development Office, and the Sangguniang Kabataan Provincial Federation.
Through the initiative, CatSU continues to expand its role beyond the classroom—helping develop informed citizens, future leaders, and a stronger culture of democratic participation among the youth.
