CatSU earns ‘Very Satisfactory’ in DBM Budget Report

Catanduanes State University (CatSU) notched a “Very Satisfactory” 4.0 rating in the 2024 Budget ng Bayan Monitor, the Department of Budget and Management’s (DBM) annual performance review of government agencies.
The DBM bared the results on August 20, covering 308 national agencies. The monitor tracks three key indicators: budget utilization, or how efficiently agencies spend their allocations; physical accomplishments, or the completion of programs and projects; and the timeliness and quality of reports submitted to oversight bodies.
CatSU ranked among the 95 percent of agencies that received Outstanding, Very Satisfactory, or Satisfactory marks. Fourteen agencies nationwide earned perfect scores, while 17 agencies lagged and were tagged “unsatisfactory.” DBM said these offices must submit catch-up plans to improve their performance.
“This recognition proves that CatSU spends every peso with transparency and accountability. It reflects our shared commitment to good governance and better service for our students and stakeholders,” said University President Dr. Gemma G. Acedo.
The Budget ng Bayan Monitor is the upgraded version of the Agency Performance Review (APR), introduced to boost fiscal discipline and service delivery. The 2024 framework uses tools such as the Self-Assessed Financial and Physical Performance Tool, the APR Scorecard, and Performance Dialogues to assess how agencies meet their targets.
DBM Secretary Amenah Pangandaman said the new monitoring system strengthens transparency and accountability in public spending. She added that high-performing agencies may be considered for additional support, while underperformers may undergo project reassignment or capacity-building programs.
