Under the direct supervision of the President, the office takes overall responsibility, in collaboration with key actors, in the formulation and development of long-range and short-range strategic development plans, programs, and projects including physical and land use plans.

It also monitors and evaluates the implementation of Programs, Activities and Projects (PAPs) that are executed and managed at the units, departments and colleges to ensure that quality outputs are realized. More so, it conducts institutional organizational assessment to identify weaknesses and gaps in capacity, structure, procedures and environment, as a basis for the development and improvement of PAPs geared to enhance the performance of the university.

The PDS also takes charge in establishing local and international linkages with academic institutions, government agencies, and Non-Governmental Organizations (NGOs), business and industries.
