Catanduanes State University (CatSU) marked a strong presence at the kick-off of the 125th Philippine Civil Service Anniversary on September 2, 2025, with over 533 personnel participating—the largest delegation from any government institution in the province.
Held at the Provincial Capitol Front Grounds, the event brought together hundreds of government employees from local government units and national agencies.
CatSU, led by University President Dr. Gemma G. Acedo, was lauded by Provincial Administrator Atty. Evelyn L. Gutierrez for its solid support and active participation in the celebration.
In her remarks, Gutierrez emphasized the Provincial Government's commitment to its vision of "Padagos na Patanos"—a pledge to deliver efficient and compassionate public service to every Catandunganon.
Meanwhile, Civil Service Commission Provincial Director Enida B. Abordo called on all civil servants to remain steadfast in their commitment to integrity, service, and excellence, especially in these challenging times.
"Sa mga panahong ito, mas higit na kailangan ang mga lingkod bayan na may puso, dangal, at galing,” Abordo said.
“We may not be able to solve all the nation’s problems but we can make a difference everyday by treating every citizen with respect, by ensuring that government services are efficient and accessible, and by performing our duties with honesty and compassion,” she added.
The provincial director also described public servants as the “face of government” and urged everyone to embody the values of compassion and competence in service.
“The trust and confidence of our people rest upon how we perform our duties, how we treat them with respect, and how we embody the ideals of public service,” the CSC director remarked.
"One of the highlights of the celebration was the 'Parada ng mga Bayani,' a unity march from Imelda Boulevard to the Capitol Grounds, joined by personnel from various LGUs and national agencies, as well as students from selected schools— including those from the CatSU-Laboratory Schools—who participated as part of the drum and lyre corps.
This year’s anniversary carries the theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan,” celebrating the vital role of every civil servant in nation-building.
The Philippine Civil Service Anniversary is held every September pursuant to Presidential Proclamation No. 1050, s. 1997, in commemoration of the establishment of the Philippine civil service on September 19, 1900, through Public Law No. 5.
